Born in New York City of the parents Maxwell "Matty" Sugerman and Gertrude Kroese Sugerman, Len's life embodied close family ties, a distinguished professional and public service life, and a passion for learning and mentoring in the field of education. He was a visionary that supported thinking "outside the box", thrived on giving and helping others in public service because "someone has to do it", and spent his life educating himself and encouraging others to do the same
